International cooperation should promote technical interoperability, normative convergence where appropriate, capacity building, and mutual trust while recognizing different national and regional realities, levels of technological development, and institutional capacities. And the United Nations has a central role in this effort. It can help avoid fragmentation, identify convergence, connect existing initiatives, and ensure that developing countries participate not merely as rule takers, but as full co-participants in shaping the rules of AI governance.
