A broad consensus has emerged that, regardless of the system, humans must retain responsibility for decisions to use force.

Governance must ensure that commanders have sufficient training, time and authority to critically evaluate AI recommendations, and that human decision makers retain careful, independent judgment.

Canada should use these partnerships to pursue shared computing infrastructure, joint research initiatives, common standards for trustworthy AI and coordinated approaches to technology governance.
